Dr. He has over twenty years of experiences as professional engineer, in charge of design and construction management of all kinds of projects. Dr. He is a Professional Engineer Registered in NY, CT, NJ, PA, MD, FL, OH, ND and DE, etc.
Prior to HWL Engineering, P.C., Dr. He was a principal and partner at Ysrael A. Seinuk Consulting Engineers P.C. (YAS), a Supervisor Engineer at Parsons Transportation Group.
Dr. He obtained his Bachelor Degree at Hohai University, MS Degree at Tsinghua University and PhD Degree at The City University of New York.
